Director Legal Services

Reporting to the Vice President, Legal Services for Land-based Gaming, the Director, Legal Services provides leadership, legal advice, counsel, and representation for the various land-based gaming lines of business. This position requires an individual who can effectively provide business-oriented legal advice that is sensitive to the needs of a public agency accountable to a diverse group of stakeholders from across the Province.
MAJOR RESPONSIBILITY AREAS:
- Develops long-term contracts with private sector operators under OLG’s Land-based Gaming Modernization Program pursuant to a public procurement process.
- Provides legal counsel and advice for the management of land-based gaming contracts, including interpretation of such contracts and the implementation of amendments.
- Leads the closing of all commercial transactions related to land-based gaming.
- Assists OLG’s Compliance Department with the development and implementation of policies and procedures for compliance by OLG and private sector operators with applicable gaming and other legislation.
- Provides legal support and legal strategy to internal contract management team responsible for management of private sector operators.
- Provides legal advice on the following areas of law: contracts (such as leases, operator agreements, purchased and sale agreements, revenue-sharing agreements, software licensing agreements, confidentiality agreements and employment agreements), Gaming Control Act, Freedom of Information and Protection of Privacy Act, French Language Services Act, Public Service of Ontario Act, Criminal Code, Anti-Money Laundering Legislation, public procurement, intellectual property, advertising, marketing, environmental employment, and information technology.
- Works cooperatively and effectively with other groups within the organization, including Corporate Compliance, Risk and Internal Audit to ensure OLG meets its legal obligations.
MINIMUM QUALIFICATIONS:
- A university degree in law, with a minimum of seven (7) years of practice in a legal department of a large commercial organization or government agency or large law firm. Experience of in-house counsel is an asset.
- Must be a member in good standing of the Law Society of Upper Canada. Preference will be given to candidates with relevant experience and strong academic credentials.
- A good understanding of OLG, the gaming industry, and the relevant laws and regulations that govern these areas.
- A corporate champion who contributes to the development and delivery of business strategies to achieve organizational success
- In-depth knowledge and experience in the legal areas outlined above.
- Ability to work with and manage complex multi-disciplinary teams composed of internal and external resources.
- Proven excellent judgment and decision-making capabilities, managing complex multi-factored legal issues within compressed time constraints. Demonstrated ability to make ‘best informed decisions’ with partial information. Possesses the ability to think outside of accepted parameters.
- Superior interpersonal skills. Demonstrated ability to collaboratively work with superiors and colleagues in a style that reflects OLG’s values of integrity, respect and accountability. Facilitates the success of others through appropriate guidance and feedback.

- Exceptional organizational and project management skills.
- Very strong written, oral and presentation skills. Completely computer literate.
